Cabinet confirms work begun to implement instructions of Amir

Doha: The Prime Minister and Minister of Interior HE Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet's regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, Minister of State for Cabinet Affairs HE Mohammed bin Abdullah Al Sulaiti issued the following statement:

At the outset of the meeting, the Cabinet praised the speech of the Amir HH Sheikh Tamim bin Hamad Al Thani, on Tuesday, at the opening of the first ordinary session of the first legislative term, corresponding to the Shura Council's 50th annual session, which reflected His Highness's insightful vision towards various issues of national action, charting the parameters of the next stage, and accurately defining its requirements and priorities and the duties and responsibilities it imposes to continue the process of development and construction in various fields in accordance with the goals and foundations of Qatar National Vision 2030.

The Cabinet confirmed that work had begun to implement the instructions of HH the Amir to the Council, which were included in the speech, to prepare the necessary legal amendments to ensure the promotion of equal Qatari citizenship and translate it in practice as a direct relationship between the citizen and the state based on rights and duties.

Also, the Cabinet underlined that facing the challenges and addressing the negatives referred to by His Highness in his comprehensive speech requires a deep understanding from all members of society, a commitment to work ethics and the duties of citizens towards their society, and deepening the values of citizenship and social responsibility, so that the gains achieved can be preserved and the aspiration for more achievements.

The Cabinet valued the call of HH the Amir to combat tribalism over the public interest or loyalty to the homeland and national unity, ensure that Qataris' cohesion to be above any consideration, and avoid everything that might threaten that.

The Cabinet renewed its pride in the wise policy of HH the Amir and its achievements at the internal level in the field of infrastructure, educational and health institutions, food security, economic diversification, the financial and banking sector, the energy sector and environmental protection, as well as its pride in the wise policy of His Highness at the external level, which enhanced the prestigious position of the State of Qatar and promoted its positive, effective and influential role on the external level.

Moreover, the Cabinet expressed its sincere congratulations to HE Hassan bin Abdullah Al Ghanim on his election as Speaker of the Shura Council, wishing His Excellency success.

The Cabinet also expressed its sincere congratulations to Dr Hamda Al Sulaiti on her election as Deputy Speaker of the Shura Council, wishing Her Excellency success.

HE the Prime Minister directed Their Excellencies the ministers to immediately start implementing the directives of HH the Amir in his speech yesterday to prepare their sectoral strategies by benefiting from the previous phase and its various experiences, within the framework of preparing the Third National Strategy and setting its priorities in light of the urgent needs of the state.

The Cabinet was briefed by HE the Minister of Public Health on the latest developments to limit the COVID-19 spread. The Cabinet affirmed the continuation of work with the COVID-19 precautionary measures to combat the pandemic.

After that, the Cabinet considered the topics on the agenda as follows:

First - The Cabinet reviewed the recommendations of the Shura Council on studying the promotion of values, principles and ethics in society, and the views of the concerned authorities in this regard, and took the appropriate decision in this regard.

Second - Approval of a draft Amiri Decision to establish and organize the Joaan Bin Jassim Joint Command and Staff College.

The preparation of the draft resolution comes to replace Amiri Decision No. (64) of 2014 regarding the establishment and organization of the Joaan Bin Jassim Joint Command and Staff College.

One of the College's goals is to prepare and qualify military and civilian leaders to assume positions at the strategic level and enable students to acquire various modern military and academic sciences at the strategic level.

Third - Approval of:

1- A draft memorandum of understanding for cooperation in the field of youth between the government of the State of Qatar and the government of the Republic of Belarus.

2- A draft protocol amending the agreement between the government of the State of Qatar and the government of the Republic of Austria regarding the avoidance of double taxation and the prevention of financial evasion with regard to taxes on income and capital.

Fourth - The Cabinet reviewed the results of the following meetings and took the appropriate decisions:

A - The 31st meeting of the Agricultural Cooperation Committee of the Gulf Cooperation Council (GCC) (September 2021, via videoconferencing).
