Ukraine and Qatar: Partnership amidst trials

26 Aug 2024

On August 24, Ukraine celebrated its 33rd anniversary of independence. This date holds profound significance for every Ukrainian, as our state has spent the past decade fighting for its independence and right to exist, facing one of the most formidable military aggressors — the Russian Federation. This struggle is not only for Ukraine’s sovereignty and territorial integrity but also for upholding international law and maintaining global peace and security. Ukrainians daily defend their homes, their future, and their children, advocating for justice and human rights.

In these challenging times, Ukraine has not been alone. Our international partners, with the State of Qatar being a key ally, have actively supported our country. Qatar, as one of Ukraine’s most reliable partners in the Arab world, offered support to our independence immediately after the onset of full-scale Russian aggression. Over the past two and a half years, official Doha has demonstrated solidarity with the Ukrainian people by providing both political and humanitarian assistance. This partnership has been crucial in strengthening our international positions and seeking pathways to peace.

The Amir H H Sheikh Tamim bin Hamad Al Thani meeting President of Ukraine Volodymyr Zelenskyy during his visit to Qatar in June 2024.

One of the key areas of our cooperation with Qatar is the implementation of the Peace Formula, an initiative of the Ukrainian President aimed at ending aggression and restoring peace. In June of this year, President of Ukraine Volodymyr Zelenskyy visited Doha for a working meeting with His Highness the Emir of Qatar, Tamim bin Hamad Al Thani. The leaders discussed issues related to nuclear and food security, the return of forcibly deported Ukrainian children, and the rebuilding of destroyed infrastructure. A significant event was Qatar’s participation in the Global Peace Summit, where H.E. Qatari Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani signed the summit’s final document. This once again affirms Qatar’s readiness not only to support Ukraine but also to actively participate in building new global relations based on peace and mutual respect.

Qatar is a leading partner of Ukraine on the humanitarian track of the Peace Formula, specifically concerning the return of deported children. This decision is grounded in humanitarian solidarity and international law. H.E. Prime Minister and Minister of Foreign Affairs of Qatar, Sheikh Mohammed bin Abdulrahman Al-Thani, noted that upon receiving a formal request from Ukraine, Qatar utilized its diplomatic channels and ties with Russia to ensure the safety of the children deported by the aggressor. In Qatar, child protection is of paramount importance, reflecting the country’s culture where the welfare of children is a state priority. Qatar’s proactive humanitarian diplomacy exemplifies its significant role on the international stage.

Ukraine is immensely grateful to Qatar for its mediation in the return of Ukrainian children illegally deported by Russia. To date, thanks to Qatar, 42 children have been returned (according to Ukrainian sources). Such actions demonstrate not only deep compassion but also Qatar’s determination to support Ukraine during its most challenging times.

We have much work ahead, but we are confident that the partnership between Ukraine and Qatar will continue to evolve for the benefit of both countries. Joint efforts in economic, humanitarian, and energy spheres create a solid foundation for further strengthening relations and ensuring a stable and peaceful future.

As Ambassador of Ukraine to the State of Qatar I extend my heartfelt gratitude to the leadership and people of Qatar for their support and solidarity during this challenging time for our country. Together, we can overcome all challenges and build a bright future for our peoples and the world as a whole.
