The ongoing full-scale war, waged by Russia against Ukraine in 2022, has brought to the forefront the heartbreaking issue of Ukrainian children who have been separated from their families and forcibly deported to the Russian Federation. This issue is not only of paramount importance to Ukraine, but also concerns the entire international community. It touches on our shared values, principles, and commitment to humanitarian action.
Among the key foreign partners who have stepped forward in support of Ukraine in this crucial mission, Qatar has played an exceptional role as both a mediator and a humanitarian ally. Qatar’s leadership has been instrumental in reuniting families torn apart by the war, exemplifying the power of international solidarity in the defense of human rights and justice.
Qatar’s Role in Humanitarian Missions for Ukraine
Since the outbreak of the war, Qatar has been at the forefront of providing humanitarian support to Ukraine, especially in the return of Ukrainian children who were illegally taken to Russia. The State of Qatar has conducted seven humanitarian missions to date, successfully reuniting dozens of children with their families. This is more than just humanitarian assistance - it is a demonstration of Qatar’s unwavering commitment to protecting the rights of children and families suffering due to the war.
Canada’s Critical Role in the International Coalition
Canada has played an indispensable role in the humanitarian efforts to return Ukrainian children. As a co-chair of the International Coalition for the Return of Ukrainian Children, Canada has worked tirelessly alongside Ukraine and Qatar to ensure that the voices of the affected families are heard and their rights upheld. Canada’s commitment to this cause has been clear from the very beginning, with the country advocating for concrete solutions to the crisis and collaborating with international partners to facilitate the safe return of children.
On October 30-31, 2024, a delegation from Qatar, led by Minister of State for International Cooperation, Lolwah Al Khater, participated in the Ministerial Conference on the Humanitarian Dimension of the Peace Formula in Montreal, Canada. This conference was a key moment for international cooperation on the return of Ukrainian children. Canada, as the co-chair, played a leading role in steering the discussions and bringing together global partners, including South Africa and the Vatican, to support the initiative to return Ukrainian children still separated from their families. Canada’s leadership in this conference exemplified its commitment to upholding human rights and ensuring that those who have suffered due to the war, particularly children, are not forgotten.
Progress in the Return of Ukrainian Children
As of today, 46 Ukrainians have been brought home through Qatar’s mediation, according to the Office of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine. This achievement highlights the effectiveness of Qatar’s humanitarian missions and its steadfast commitment to every stage of the return process. Currently, Qatar is working to return 751 more children, as identified by Ukraine’s Ombudsman, who remain separated from their families. Following the Montreal conference, Ukraine and Canada, as co-chairs of the International Coalition, are collaborating with partners to establish concrete solutions that will support each stage of the return of deported persons, including the children.
The Montreal Pledge: A Unified Stand for Ukraine
At the conclusion of the conference, participants adopted a Joint Communique, which included the “Montreal Pledge.” This document represents the unity of the participating countries in their commitment to support Ukraine’s victory and condemn Russia’s aggressive actions, as well as the actions of countries that aid the aggressor. The of international actors underscores the global community’s readiness to stand in solidarity with Ukraine.
Upholding Humanitarian Principles
The protection of all people during armed conflicts is a fundamental principle of the Geneva Conventions. The discussions held at the Montreal conference are crucial not only for Ukraine but for the international community as a whole. Ukraine and Canada extend their sincere gratitude to the State of Qatar for its invaluable efforts in returning Ukrainian children and restoring family bonds. This is not merely humanitarian aid; it is a testament to Qatar’s deep commitment to human values that align with Ukraine’s aspirations for peace and independence.
A Call for Action
Ukrainian children are among the most tragic victims of Russia’s brutal war. As of October 29, 2024, at least 19,546 cases of children’s forced deportation or transfer have been documented, though the true number may be even higher. Russia has consistently obstructed efforts to verify the full extent of the tragedy and has denied access to humanitarian organizations.
There can be no delay in addressing the safety and well-being of our children. Ukrainian children must be brought home, and Russia’s actions must be held accountable.
